With all the ambition for this title unfortunately it seems as if the game wasn’t fully finished. The game balance for prices/upkeep for units didn’t make sense to me. The campaign AI for the factions was passive and didn’t really seem to understand how to play the game. The battle AI was serviceable but also mediocre. There are some technical issues, sometimes the path-finding system seems to break when fighting in sieges where the frame-rate drops to single digits and units stop moving properly. There are also problems with the game randomly CTD (Crash To Desktop), seemingly the game engine needed just a little bit more work before releasing as the instability is mostly resolved by the next title, Total War: Napoleon. Towards the end of the game development cycle there was also a multiplayer campaign beta which was never finished. Empire features some extra 4X/Civilization game mechanics which were slowly dropped in newer game titles. Settlements have a population mechanic which can grow or starve over time. On the world map settlements have various little villages which if the settlement is well fed will become build-able locations for relevant economy bonuses. There are trade nodes in the sea which can be taken over to get valuable goods which can vary in price slightly depending on supply and demand and a little bit of “random”. There are options in the Diplomacy system such as Region Trading which aren’t seen in newer games. Of course, naturally, the AI can’t handle those diplomacy features well.
